STAG was founded by two members of the Windsor Police Force; Constables Mike Mackenzie and David Doidge. They recognized that area teens were jeopardized at a number of levels including a high percentage of girls identified as at-risk for unplanned pregnancies.
Constable Mackenzie and Doidge asked labour leader Red Wilson to assist in their efforts to raise funds necessary to renovate St. Edward Catholic School which had been vacant for 7 years in Sandwich Towne.
Their dream was to prepare the building for the newly founded Sandwich Teen Action Group.
The doors were opened in February of 1991.
